However, on my original develop site I also added several other extensions. My plan is to add these extensions one by one on the new dev site (I do need them). And after every extension that was added I will check if I can create a new custom field.

I meant to say: a field group, NOT a content/articles category. Sorry for this sloppy description.I did create one category for the custom fields
I wrote this after setting up a new J.5 site, without adding any extensions and without adding any content. I tried to create a custom field on this site, and it worked correctly.I cannot reproduce this issue on another fresh J.5 install.
On this new J.5 dev site I imported the same content from J.3 using RO CSVI, then I tried to add custom fields. This worked correctly as well. So my impression is that it was not the content import that caused this issue.I did import a lot of content from a J.3 site using RO CSVI.
